The principles of regions’s financial organization in Morocco in frame of the advanced regionalization

The foundations for a new system of financial and budgetary management for Morocco's regions have been laid with the 2011 Constitution.
The Moroccan legislator has introduced financial management based on the logic of results and performance by introducing new management principles that provide a framework for the financial actions of the regions.
In addition to the traditional principles governing the financial framework of the Moroccan regions, the legislator has adopted new principles governing the budgetary and financial management of the regions in order to ensure good governance of regional finances.
We believe that by establishing these new management principles, the Moroccan legislator has succeeded in providing the regions with the management tools they need to modernise their financial management.
We believe also that while the legislator has established the constitutional principles for the rational management of regional finances in Morocco and put in place the executive mechanisms for their implementation, it is up to those who manage regional affairs to demonstrate their determination and their firm will to apply these principles on the ground by ensuring the rational and efficient management of regional finances.
