This work is an attempt to model the explanatory factors of the impact of social spending in Morocco. The objective is to determine the key variables for improving the effectiveness of public social policies, particularly in the areas of education and health. It emerges from this study that the budgetary effort, although significant as a percentage of the general budget, remains insufficient in volume, especially with regard to social backwardness, in addition the improvement of governance must be a concern, especially with the shrinking of budgetary margins to hope to improve the cost-effectiveness of social policies.
