Public Service Motivation in Cameroon: a predominance of affective motives

Cet article a pour objectif d’identifier les dimensions de la Motivation de Service Public (MSP) au Cameroun dans un contexte où l’Administration Publique Camerounaise (APC) est considérée comme inefficace et avec des agents publics dont les comportements sont de plus en plus contraires au principe phare du service public qui est l’intérêt général. Pour atteindre cet objectif, un questionnaire a été administré auprès de 639 agents publics repartis dans les dix régions du Cameroun. A l’issu de l’Analyse Factorielle Exploratoire (AFE) suivie de l’Analyse Factorielle Confirmatoire (AFC) nous avons pu aboutir à un outil de mesure de la MSP au Cameroun dont les dimensions les plus importantes sont la compassion et le sacrifice de soi. Il apparait que la MSP au Cameroun est tournée vers les motifs affectifs contrairement à la prédominance des motifs rationnels observée dans la littérature.

Abstract

This article aims to identify the dimensions of Public Service Motivation (PSM) in Cameroon in a context where the Cameroonian Public Administration (APC) is considered ineffective and with civil servants whose behaviors are increasingly contrary to the key principle of public service which is the general interest. To achieve this objective, a questionnaire was administered to 639 civil servants in the ten regions of Cameroon. At the end of the Exploratory Factor Analysis (EFA) followed by the Confirmatory Factor Analysis (CFA) we were able to arrive at a tool for measuring MSP in Cameroon whose most important dimensions are compassion and sacrifice of self. It appears that PSM in Cameroon is oriented towards emotional motives contrary to the predominance of rational motives observed in the literature.
