Contribution to the analysis of the digital governance practices of Moroccan territorial communities

Since the 1990s, Morocco has undergone a series of administrative reforms aimed at anchoring the principles of law, equity and good governance. Given their importance for the economic and social development of the country, the local authorities are also concerned by these reforms. The challenges of modernizing local authorities are therefore multiple, in order to adapt public policies to the changing needs of users who have become increasingly demanding. In this context, governance mechanisms are changing, and the public administration is obliged to change its techniques and tools for communicating with its internal and external environment.
In this context, digital governance has become a vector for improving the relationship between the administration and its citizens, enabling it to offer efficient services to users and increase administrative transparency. Today, digital governance, considered as a tool for improving administrative service, is at the heart of the issue of modernizing the Moroccan State and local authorities. The latter are in the front line to see that the use of digital technology is a huge challenge to restructure internal operations and improve accessibility and relations with users. In this line, local authorities are committed to a continuous modernization of their administration and the services they provide through e-administration and the support of citizens in e-democracy.
Our research aims to provide a general reading on the development of digital governance within Moroccan local authorities. The results show that a lot of efforts have been made by all the stakeholders to reach the objective of setting up a digital governance capable of satisfying the citizens' aspiration.
